On plane \( rs \), which makes an angle \( \beta = 30^\circ \) with plane \( pq \), the stress is found to be 23 MPa. Determine the maximum normal stress \( \sigma_{\text{max}} \) and maximum shear stress \( \tau_{\text{max}} \) in the bar.
